The only time you can make changes to who is covered under your State Health plan and your Total Rewards benefits (aside from Open Enrollment!) is when you experience a "Qualifying Event." Qualifying Events include: Marriage, Divorce, Birth, Adoption and loss of healthcare coverage due to job loss/change. You only have 31 days (90 days for a new baby) make changes.
